    The “Diesel-fueled Vehicle exhaust testing methods and procedures” were announced on Dec 26 2003 under the letter of EPA Air 0920094753B, and in effect on Jan 1 2004. The articles specified are based on CNS11644 and CNS11645. Also, for the deterrence of tempering, the full-load fixed-rpm exhaust testing method was added with the specification that “When a diesel-fueled vehicle in use is being tested, the horsepower tested of the vehicle tested on the dynamometer at 100% of the maximum rated horsepower shall not be less than 30% of the rated horsepower. The vehicle that fails to achieve so is disqualified.”
    The qualification by horsepower testing has been conducted for 2 years, and in average 7.4% of vehicles tested failed to reach 30% of the rated horsepower, and roughly 23% of the vehicles failed to reach the 35% mark. To stop inappropriate tempering, the “Diesel-fueled Vehicle exhaust testing methods and procedures” were amended to increase the criteria from 30% to 35% for qualification. Also, some of the diesel vehicle owners do not have their vehicles properly serviced after failing to pass. Instead, they have their vehicles’ throttle tempered and return to the station for re-inspection, which often leads to the same vehicle coming for multiple inspections on the same day. All of this is only the waste of public resources as their vehicles fail to pass the horsepower tests. To stop this, it is necessary to add a requirement that the vehicle that fails to pass the test can return to the station for re-inspection only after 4 hours of the previous test (it usually takes 4 hours to adjust the injection pressure at the injection nozzles, as several service shops indicate.)
    Also, the description of “the use of premium diesel or the fuel appointed by the vehicle manufacturer available in the market (in accordance with CNS1471 [Diesel]) is allowed, and the addition of fuel additive is prohibited” is amended as “the use of legal vehicle-grade diesel or the fuel appointed by the vehicle manufacturer available in the market is allowed, and the addition of fuel additive is prohibited.”
