In the 114 land site, the team found PCB at 1 meter depth, so suggested the remediation depth should be 1.5 meter. In the 393 land site, the team found two points polluted by PCB, and suggested the land need remediation and verification. To the Su-Oh Yeong-An Section 614 land site, the sampled two points and did not find any metal pollution for the eight metals. To Yeo-Chen mill factory, the team sampled 17 points for the first verification, some points failed. The landlord did remediation again, and passed for the second verification. Because of a pump operation, it is difficult to analyze the flow direction of F001. The flow directions of F010 and F023 are opposite, the team consider it is because of human interference. Two monitoring wells in Don-sun river had the opposite flow dirction to the Don-sun river, F012 could be affected by the agricultural pumps. F013 away from Don-sun river, could be affected by northern drainage. The flow direction of F021 was opposite to the groundwater, it could be affected by agricultural drainage or the Pacific Ocean. F003 without water and F016 because of tilt, were not analyzed for the flow velocity and direction. 
  3. To the companies in I-Lan county, there were two regulation claim meetings for Soil and Grounderwater remediation.

    For Mei-Chou-Shin section 313 land site, the team took three samples, Cu concentration at IL99-YL-S535 point is 945 mg/kg beyond the regulated standard. Cu concentrations of two points are beyond the agricultural monitoring standard (IL99-YL-S52:154 mg/kg;IL99-YL-S54 mg/kg). To Zn concentration, there are three points beyond the agricultural monitoring standard (IL99-YL-S51:281 mg/kg;IL99-YL-S53:552 mg/kg;IL99-YL-S54:567 mg/kg). To Pb concentration, there is one point beyond the agricultural monitoring standard (IL99-YL-S54:394 mg/kg). To Hg concentration, there is one point beyond the agricultural monitoring standard (IL99-YL-S53:3.27 mg/kg). The team supposed the land site is polluted by heavy metals. 

    To Lea-Zou industrial park, the concentrations of eight heavy metals are lower than monitoring standards, so the team suppose there are no the eight heavy metal pollutions. There are three As concentrations beyond monitoring standard at Loong-Do 3 discharge point (IL99-SA-S65:34.4 mg/kg,IL99-SA-S67:40.3 mg/kg, IL99-SA-S68:41.8 mg/kg). Owing to the non-homogeneous soil, the team supposes soil have As, then affects the analysis results. 

    To yeong-Chun 155-3 land site, Zn concentration is beyond the regulated standard in one point, the team suggest further investigation to ascertain the pollution. Owing to the budget, the team chose 12 parks and 30 sampling points to investigate. Results show there are no obvious pollution, only Ton-Chen township #1 park has heavy metal concentrations beyond the monitoring standards.

  4. Due to necessaries at other areas in Yilan, all kinds of emergency responses could support flexibly at adapted time to help the investigation of soil and groundwater pollution condition.

This project was practiced from February 2 to December 31 in 2011. The main results of this project was shown as follows:

  1.  Soil quality investigation

    1. Formosa Chemicals & Fibre Corporation (FCFC) and periphery located at Lung-Te Industrial Park

      20 points of soil investigation were completed. The main terms of investigation were 8 items of heavy metal and volatile organic compounds (VOCs). The results revealed that the Zn in soil has reached the Soil Pollution Control Standards because of backfill or deposited wastes by preliminary conclusion.
    2. Investigation of PCBs in soil at Meizhou area

      The investigation terms included heavy metals, total petroleum hydrocarbon (TPH), polychlorinated biphenyls (PCBs) and VOCs. According to the results, it shown the heavy metal of Cu, Ni and Cr and PCBs in soil exceed the Soil Pollution Control Standards.

    3. The potential pollution area

      1. The As concentration in soil still has exceeded the monitoring standards with edible food crops agricultural land near Lung-Te No.3 pumping well. By the soil sequent sampling, it was found that As, Fe and Mn in natural soil have high concentration near well, replied high As concentration in agricultural land because of natural factors in pumping well.
      2. The Yuanshan petroleum station of CPC found the oil leaky by itself and has completed the pollution improve. After sampling and analysis of soil and groundwater in this project, the results did not exceed the standards.
      3. According to the analysis results of 2010 and this year in Toucheng Park No.1, As concentration in soil exceed the monitoring standards near the Northeast area and closed to the Lanyang Museum. This area has developed park of the Lanyang Museum, thus lot of people activity frequently here. Therefore, it has to confirm the As contaminated area and proceed the long-term monitoring.

    4. Park Area

      50 points of soil survey have been completed. Almost part of the Yilan park areas have good soil quality and did not exceed any control standards. However, the soil sampling in Toucheng Beach, As concentration was detected exceed the soil monitoring standards. Since Toucheng Beach is currently still open for public camping activities, the chances of people contact with the soil is relative high. Based on risk management principles, people should prevent from exposure to the soil before the quality of soil confirm.
    5. Emergency Responses

      The completion of 13 cases of soil or groundwater contamination investigation included the petition case of Dong-Shan township Bao-Qing road suspected of dumping Ni waste soil which exceed control standards, Meizhoushin section No. 313 survey of the copper soil in Yilan City which exceed control standards and petition case of sediment in channel investigation exceed Cr, Pd and Zn control standards in Lung-Te Industrial Park.

  2. Monitoring wells maintenance and groundwater sampling survey


    1. From September 2001 to October 2011, 22 specific wells were installed to monitor groundwater. After collecting the monitoring data and trend analysis versus regulatory values, it was found that at River Park (No. G00028), ammonia item exceed the second category of groundwater pollution monitoring standards and has a rising trend, the trend of groundwater quality of remaining 21 monitoring well were stable.
    2. To complete three abandoned monitoring well and restoration again. (Sesoda Corporation-F003, Nan-Ping elementary school-F016, Yue-Ying elementary school-F022)

    3. From the results of well bore video, it was found that 15 wells have the serious fouling in well bore. Two wells was found foreign objects and removed. One of the fifteen wells has been invasive by tree roots.

  3. Gas station on-line declaration and on-site inspection and appraisal


    1.  The periodic appraisal of gas stations online declaration was completed during fourth quarter of 2010 and the third quarter of 2011. The gas station owners’ declaration rates were 100%.
    2. The oversee of monitoring instruments including pollution preventing equipments functions and oil gas detection were completed in 10 gas stations in YiLan. One of stations had dysfunctional oil gas detection wells. The oil gas detection results indicated that two of stations had higher oil gas concentration.

Practice Results

Three major achievements of this project were listed below:

  1.  Soil quality investigation

    1. Heavy metals investigation in the upstream of Lanyang River

      The investigation was implemented in three stages. The detection and analysis of 84 soil heavy metals, 20 soil pesticides and 10 vegetable heavy metals was conducted, and it showed that the pollutant concentration of 12 soil samples were above the respective monitoring standards. It was concluded that the heavy metal concentration was related to the fertilization habits of farmers, the distance from the river to the plant area, and the scour effect of river. In addition, there was no residual pesticides in soil samples, and the vegetable heavy metal concentration conformed to the daily safety assimilation.


    2. Investigation of PCBs in soil at Meizhou area

      Dung-yi Iron and Steel, Yi-yang Asphalt, and No. 543, Bauan Section, Jiaushi District were investigated, consisting of the detection and analysis of 10 PCBs, 10 heavy metals, and 5 TPH of soil samples. As a result, Dung-yi Iron and Steel and Yi-yang Asphalt were found that the pollutant concentration were over the control standards. It was suggested that both of these polluted sites should be remedied in accordance with the Soil and Groundwater Pollution Remediation Act. Besides, No. 543, Bauan Section, Jiaushi District was investigated to find high potential for PCB contamination. It was suggested that the EPB should carry out regular inspection to ensure the quality of the soil.


    3. Verification of the improvement effect of the p-Xylene leaking site in Suao

      Verification investigation was performed by 10 soil and 4 groundwater sampling and analysis. The outcomes will serve as references for the EPB in the following administrative control measures.


    4. Emergency Responses

      16 cases of soil or groundwater contamination investigation were finished for the emergency responses. The soil pollutant concentration of 3 sites were over the control standards, so the EPB had restrained these sites in accordance with the Soil and Groundwater Pollution Remediation Act. Moreover, 3 restraining sites were investigated to verify the improvement effect. The project on Investigation and Verification of Soil and Groundwater Pollution in Yilan County, 2013

Origin

In recently years, along with different levels of environmental protection governments continuously conduct related plans, how to validly understand the potential contamination conditions of soil and groundwater and appropriately practice contingency plans is the first topic for environmental protection governments and related industries.

 

Object

The objectives of this project included the investigation in farmlands using faeces of livestock and poultry, the current situation of soil contamination in Meizhou area, the investigative follow-up of the previous soil contamination events, the verification of the regulated sites of steel factory in Yilan City, the maintenance, management and monitoring of the groundwater wells, and the emergency sampling and investigation. The performing period of this project is from 02/01/2013 to 12/20/2013. The chief achievements of this project are as follows.

 

Practice Results

The investigation in farmlands using faeces of livestock and poultry

In this study, the Yilan County is divided into four areas and the investigation performs in four stages. Finally, 101 points of controlled heavy metal in soil, 15 points of controlled pesticides in soil, 2 points of common-used pesticides, 10 points of heavy metals in deposit, 10 points of groundwater sampling and analysis (including the common items, heavy metal and the controlled pesticides), 15 samples of controlled heavy metal in crops and 15 samples of the residual common-used pesticides have been accomplished.

The investigative follow-up of the previous soil contamination events

In this field, we performed the investigation of “Gong-Lao area in Zhuangwei Township”, “Pei-Fu area in Dongshan Township”, “Long-Quan area in Jiaoxi Township” and “An-ping area in Dongshan Township”. There are 10 points of controlled heavy metal in soil being completed. The results showed that the content of Cr in the Long-Quan area exceed the soil control standards. Besides, the contents of As in the Pei-Fu area and An-ping area both exceeded the soil control standards.

The current situation of soil contamination in Meizhou area

In this topic, 10 points of PCBs, 10 points of controlled heavy metal and 5 points of TPH in soil have being completed. Results showed that the content of As near the Dong-Yi steel factory exceeded the soil control standard. The Environmental Protection Bureau, Yilan County has taken measures to restrain from increasing the soil contamination according to the Soil and Groundwater Pollution Remediation Act.

The verification of the regulated sites of steel factory in Yilan City

In this section, the verification of Rei-Yang Steel Factory, Dong-Yi Steel Factory and Yi-Yang Asphalt Factory have been completed. According to the results of the verification, the contents of controlled heavy metal, PCBs and TPH of Rei-Yang Steel Factory and Dong-Yi Steel Factory are below the soil control standard. The Environmental Protection Bureau, Yilan County has removed the restrict from the Soil and Groundwater Pollution Remediation Act. The Yi-Yang Asphalt Factory differ from the result of the above-mentioned contamination sites, the contents of TPH in soil still exceed the soil control standard.

The emergency sampling and investigation

During the process of this project, 11 investigation cases have been accomplished The original budget of this section is 900,000 NTD and the expenses of this section cost 1,056,000 NTD finally. The results revealed that the content of Zn in soil of Ai-Cheng Area have exceeded the soil control standard. Besides, the content of Cu in soil of Si-Ji Area of Datong Township have exceeded the soil control standard.

The maintenance, management and monitoring of the groundwater wells

In this section, 45 point of groundwater monitoring well sampling have been accomplished, and the analysis item including the common items and the controlled heavy metal. Two standard monitoring well have been set, and one standard monitoring well has been cancelled. Through seven points photography of standard monitoring well, we suggested that five of that should take clean maintenance and keep the function of monitoring well.

The project on Investigation and Verification of Soil and Groundwater Pollution in Yilan County, 2014

This project achieved a number of objectives regarding investigation of groundwater and soil contamination, verification of regulated sites, maintenance and management of groundwater monitoring wells in Yilan County. Whilst the project duration was started from 1/1/2014 to 31/12/2014, the major achievements are stated as follows:

1. Re-investigation of 4 high pollution potential sites locating at Yilan City and Dongshan Township was accomplished. In total, 10 sampling points of controlled heavy metal (HM) and 8 sampling points of X-Ray fluorescence analysis in soil were conducted, and 1 groundwater monitoring well was analyzed for general items and volatile organic compounds (VOCs). One site in Dongshan Township was found high concentration of Arsenic in soil, in view of this region is affected by natural geochemical characteristics of As-polluted groundwater and sediments, a sustained monitoring of groundwater and soil is recommend ; another site in Dongshan Township was found copper concentration in soil exceeded Standard Monitoring Levels.

2. Extensive investigation related to fecal-source HM contamination of farmland was complete after performing 140 sampling points of X-Ray fluorescence analysis, 30 sampling points of soil texture, 70 sampling points of controlled HM in soil, and 10 groundwater wells analysis for general items and heavy metal. In conclusion, Yilan County could be divided into 3 areas with different risk levels of fecal-source HM contamination. The highest area was located in Datong Township(upper reaches of Lanyang river) where long-term and high-frequency fertilization of abundant feces from livestock and poultry significantly dominated the accumulation of HM with farmland. Nevertheless, a current phenomenon was observed that farmers in Datong Township tend to deepen plowing depth which led to the decline of detected HM accumulation.

 3. Environmental impact assessment of surrounding area of Lize Incineration Plant was accomplished through establish an ISC-ST3 model (Industrial Source Complex Short-Term Mode) and rank the dust-fall quantity of different area. The model was applied to arrange 60 sampling points of X-Ray fluorescence analysis, 20 sampling points of controlled HM in soil, and 6 sampling points of dioxin analysis. The result had shown scarcely accumulation of HM and dioxin in the soil, hence a further investigation specifically aimed at plants was suggested.

4. The maintenance, management and monitoring of groundwater wells including accomplish 49 groundwater monitoring wells’ sampling for general items and the HM, construct 3 standard monitoring wells, implement slug test analysis and well development.

5. The emergency sampling and investigation during the process of this project including 18 investigation cases. Site locations include Dongshan Township, Su’ao Township, Sanxing Township, Zhuangwei Township, Yuanshan Township, Jiaoxi Township and Wujie Township.

The project on Investigation and Verification of Soil and Groundwater Pollution in Yilan County, 2015

    For the prevention of soil and underground water pollution, authority in Yilan must do the regular quality tests, pollution investigation for soil and underground water in this area, also must do verifications for the petition from people live there. Therefore, Environment protection bureau (EPB) in Yilan do regular monitoring and investigation of soil and underground water on potential pollution area continually, including Ronde, Lize industrial zone, Mei Chau area and underground storage tanks, etc. Also do the verification, investigation and controls to those polluted-restrained sites. After public selection, AECOM is commissioned to do “Investigation and verification about soil and underground water in Yilan in year 2015”(referred to as this project),and deadline of this project is December 31,2015.

    Report of farmland investigation said there have 6 farmlands are detected have copper and zinc, which concentrations are higher than limited standards. Also find concentration of zinc is increasing. It is because the content of heavy metal in chicken fecal is zinc higher than cooper, during long-term release and decomposition, zinc has higher accumulation compare with cooper, obviously.  However, investigation report in this year indicates that there has no decreasing of copper and zinc concentration on the farmlands which use livestock fecal as manure. Gonglao rd. Zhuangwei township is detected has 2 farmlands which arsenic concentration higher than monitoring standard since long-term use water source containing arsenic. Therefore, No.116, Kailan Rd., Jiaoxi Township and No.193, Qixingling, Su’ao Township are also detected have zinc which concentration higher than monitoring standard, it should be related with use of livestock fecal, water sources or potential pollution sources, to know the real reason, continuous monitoring on the previous 10 farmlands according with article 6 of soil and underground water pollution remediation act is suggested.

    Investigation of soil pollution this year on Luifang environmental engineering Co.,Ltd.(waste recycling industry) is done, report indicate that mercury, cadmium, cooper, lead and zinc concentration are all higher than the limited standards of farmland for edible crops’(Category of land use is pastoral land).For this,  expanding investigation for waste recycling industries in this region is done. After screening and survey, 7 industries are chosen for soil investigation, and the investigation report shows that there have 3 industries which heavy metal concentration are higher than monitoring standard. Including Chengda societe wastewater centralized well (CD-S04), which has 222mg/kg Cu; longten industrial battery recycling area(LT-S01), which has 258 mg/kg Cu; and Hongtai industrial, which CuPb and Zn are higher than monitoring standard. On the other hand, on TPH, only vehicle dismantling area in Genhonda corporation(JHD-S01) has 232 mg/kg Cu. Preliminary conclusion that the waste recycling industries in this region should has polluting potential, and the following investigations, checks and counseling are suggested.

    The monitoring result of sediment in 12 ports shows that concentration of Hg CuPb and Zn in Nanfang-ao, Dasi second and Genfang harbor are all higher than limited standard, for this, expending investigation by EPB is suggested. Furthermore, considering ”land reclamation” as final approach, items which has pollution potential of soil should be detected to choose the most suitable approach of these soil, to do this, discussion between EPB and the local port authority is necessary. The main area to do nourishment in Yilan is Wushi harbor, it contains sediment from 8 different in north Yilan, and the report about concentration of heavy metal here shows that all are in line with limited standards, this result is unmatched with that about sediment since the dilution before nourishment, on the other hand, it also cannot show the real pollutant situation with the specific harbor. However, long-term effect of these sediment by wind power, ocean, gravity and rain has possibility to make movement of those small particles which contain high concentration of heavy metal, also make small particles (sand) which contain low concentration of heavy metal remain in place or surface, this also a reason to make low concentration of heavy metal there. Therefore, pH and zinc concentration are abnormal in sampling test of immigrated earthworkon August, for this, further tracking of Xianlin Ltd. is done, also found there is no sample higher than monitoring standard in agricultural land. Up to now, although no immigration of pollutant soil is found, it also has vigilance and deterrence effect for rocky accepting unit, for this, continuous tracking from EPB is suggested.     

    Because of the difference made by nature(soil properties, crop varieties and irrigation water source), also because of the insufficient analysis(one time), the effects of soil and crops from general, organic and friendly farming method cannot be explained clearly. For this, the following 3 suggestions are proposed to help the expanding investigation, (1) Increasing the amount of farmlands and samples, and the survey data can be presented in the mean way to reduce the unevenness of soil. (2) Doing sampling in each stage to control the trend of soil and crops’ condition in different stages. (3) Doing long-term tracking in farms which use different farming approaches to build the trend information.

    Frequency of inspection and maintenance of monitoring well in this project is once for a quarter, up to now, inspection for a whole year is finished. Then, the following 8 sites are finishing maintenance, including G00066,G00071, G00009,G00037,G00059,G00001,G00039 and G00011, also shows well condition of structure for each 9 wells. Therefore, removal of all foreign body in the bottom of the 5 wells is done, including the double check by well photography. Otherwise, recompletion (excessive well pumping and well cleaning) of the 7 monitoring wells which has siltation are also finished.

    After that, works on 7 new wells and 2 abandoned wells are finished, and the monitoring result of underground water which are over the limited standard on new wells are shown as follows, Manganese and Manganese, ammonia, iron are detected on Yuaming elementary schooland No.804, Dongsing Rd., Dongshan Township, respectively.Otherwise, monitoring result of underground water this year shows no item over the limited standard, and the items over the monitoring standard are shown with the following formitem , number(first half/ second half year)” : Ammonia, 12/11; Iron, 7/10; Manganese, 6/10; TOC, 2/1; Total hardness, 1/0; Chloride, 2/2 and Total dissolved solids, 2/2. Comprehensive the monitoring result over the years, Longde industry, Nearby of Yilan landfill and monitoring wells along Dongshan river have higher concentration of ammonia, and Longde industry, coastal region nearby dongshan river and water park have higher concentration of iron, manganese and arsenic.

    Result of gas station leak check shows all 5 gas stations are over the warning value on gasoline, as following: Xinyi, Langyang, Diepu and Chinquin gas stations, also do the escalation to EPB to do further investigation. Otherwise, the third monitoring result of gas in soil shows the pollution potential on Xinshin and Fuchen gas station are belong to level 2, also recommend EPB to do further tracking within 3 months according to the grading standard, after recheck, they can obtain deregulation   if no abnormal situation happen. Contrary, if abnormal within two consecutive tracking is found, the further investigation of soil and underground water by EPB is recommended.     

    Continuous check monthly, supervision and validation for these polluted-restrained sites are done to confirm the improvement of these sites in this project. However, 5 validations are done this year, No. 421, Meijhou Rd, Yilan city, No. 805, Dongxing Section., Donshan country (section A) and No. 970, Wujie Section, Wujie Country are pass. Contrary, No. 24-25, Ligung Section, Wujie Country and No.  31-1, Nanchen Setion, Suao Town are not pass.

    AECOM has help EPB finish declaration and review work of the underground storage for three times, 3rd in 2014(September to December in 2014), 1st and 2nd in 2015 (January to April and May to August in 2015), all  declaration and review rate are 100%.Otherwise, “Declaration of items on soil gas” and” Operation of the online declaration system” are two critical problems face by operators, for these, do strengthen advocacy in the flowing regal seminar and enhance operation technique of those operators are done in the future.

    Three times seminar about soil and underground water prevention act (274 participants), 7 times education-related activities about soil and underground water prevention and 10 hours professional training for intramural staff in EPB are done this year. All participants including general public, students and government employees, it can not only enhance cognition about soil and underground water protection of people, but also can archive all comments to be the reference of policy to EPB in the future.

    In administration, completion of video making about propaganda of soil and underground water and the monthly update of “website for soil and underground water remediation’’ and “ Pollution management geographic information system in Yilan” are listed in this project.

The project on Investigation and Verification of Soil and Groundwater Pollution in Yilan County, 2016

   In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with people’s pleading. Thus, Yilan Environmental Protection Bureau (the “EPB”) has been continuously monitoring the potential sites of contaminated soil and groundwater in its own authority region, including industrial complex and communities in Longde, Lize, and Meizhou as well as underground storage tank (UST). Additionally, the work of inspection, verification and control measures has been implemented over restrained contaminated area. The EPB has commissioned Taiwan AECOM Co., Ltd (the “team”) to be the chief executive of “2016 Project of investigating and verifying contamination for soil and groundwater in Yilan County” (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work.

   In this year there are 10 sites where the contamination in soil exceeds the control standard, 6 of which are waste-recycling sites. Also, the Dongao cement site of Luckygroup Co., Ltd, open field at Nanfangao, landfill site of wasted battery at Toucheng and land No.1009 hill bulk SA-05 (unrestrained) at Suao town are all found contaminated. It is suggested that the EPB could maintain the investigation over the activities of waste-recycling business and shipyard.

   For the investigation in farmland applying manure as fertiliser, through data collection it is confirmed that the heavy metal content in manure might exceed the “Standards of each type of fertiliser” stipulated by Council of Agriculture, Executive Yuan. The recommendation is that the negotiation between the EPB and agricultural units is necessary to effectively control the concentration of heavy metal in manure from its source.

   The team fulfilled the appraisal for 9 monitoring wells on the days of July 11th and 12th 2016. Among these the well G00034 was found full of unmovable stones and rocks at its bottom during maintenance (probably no bottom cap or damaged). It is suggested that the EPB terminate the monitoring well and re-install a new one.

   By large for all historic data, on-site monitoring wells giving higher ammonia concentration are mostly located at the industrial complex of Longde, perimeter of Yilan-city landfill site and the bank of Dongshan River. On the other hand, the higher concentrations of iron, manganese and arsenic are found at industrial complex of Longde, waterpark and the bank of Dongshan River. The monitoring results of groundwater of landfill sites indicate the general indexes identically exceeding the monitoring standards are such as total hardness, chloride salts, ammonia, total dissolved solids, manganese and iron.

   The team has carried out the monthly inspection over restrained sites to have the progress of improvement and the latest condition in hand and evaluate the predicted effects for the site where the remediation plan has been accomplished. In this year there are totally 6 sites (land No. 805 in Dongshan, land No.1009 hill bulk SA-05 in Suao and land No.24, 25 in Wujie examined twice for each) that have been verified and meet the goals of improvement plan. Yet the data collected from the sites of Hongchailin and Lufang business still exceed the control standards.

   Currently the team has been associate with EPB to complete the UST reports of Q3 in 2015 (from Sep to Dec), Q1 in 2016 (from Jan to Apr) and Q2 in 2016 (from May to Aug), with 100% of inspection. From the perspective of tracking results of abnormal addition, those gas stations such as Xinxing, Fucheng and Taishan are classified at C-level in potentiality analysis for no concern of future contamination that the tracking can be terminated; the second tracking in gas station at Zhong zheng S. Rd reveals no abnormality but it needs another tracking next year to ensure. The monitoring wells for soil vapour in NPC gas stations at Fuqian, Nansheng, Yichang, Zhanghong and Dongguashan are all well functional and the results show no value exceeding the regulatory standards.

   There had been 50 lorries going through the examining work of soil-rock importing management from March to October in 2016. Amid the use of XRF screening, 24 selected samples were analysed for heavy metal content and the results indicated zero sample exceeding the monitoring standards of crop soil. The examining work of soil-rock importing management has been implementing for 2 years and most of the business owners or stack-holders have been precautious for those soil from unknown sources since their awareness of the EPB’s examination. Thus, with efficiently managing the investigating resources and funds, it is recommended that the EPB can particularly rely on XRF screening for determination in which the sample should be transferred to laboratory for standard analysis and further tracking if there was 1 element exceeding the monitoring standard.

   In this there have been 3 open conferences for interpreting relevant Acts of prevention of soil and groundwater contamination (total audience number: 242), 7 educational sessions (total audience number: 626) and 18-hour training courses for EPB’s staff. The people involved in include civilians, business owners, students and staff from other authorities. The benefit of holding the conferences not only improves the civilian knowledge on soil and groundwater protection but also collects opinions from different perspectives for future reference.

   The team has concluded the information and results from the investigation of soil and groundwater in Yilan and has kept poring over the concentration distribution of interest substances (Ammonia and Arsenic), heavy metal content in farmlands using manure fertiliser and contaminating potentiality of USTs. Presently those regions where the groundwater has higher concentration of Arsenic are Meizhou district, perimeter of Zhulin elementary school and the upstream area of Dongshan River; the spots with the concentration of Ammonia higher than the monitoring standards are located at Dongshan, Luodong, Yilan city and Jiaoxi, especially the Ammonia concentration in groundwater at Yilan landfill site, perimeter of Zhulin elementary school and the upstream area of Dongshan. In addition, the concentration status of Copper and Zinc in those farmlands using manure fertiliser clearly unveils the gravely contaminated area is at Datong village near Lanyang River and the concentration seems higher as tracking toward upstream area, which is believed highly related to the local agricultural activities. The classification for contaminating potentiality of USTs is graded in one to five and there are 2, 4, 5, 3 and 49 gas stations respectively sorted from high to low contaminating potentiality, according to which the future investigation can be activated.

   In order to properly apply the funds in the future it is essential to adjust the monitoring frequency of on-site monitoring wells on the basis of collected information and assessment of historical data.

   In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with people’s pleading. Thus, Yilan Environmental Protection Bureau (the “EPB”) has been continuously monitoring the potential sites of contaminated soil and groundwater in its own authority region, including industrial complex and communities in Longde, Lize, and Meizhou as well as underground storage tank (UST). Additionally, the work of inspection, verification and control measures has been implemented over restrained contaminated area. The EPB has commissioned AECOM Co., Ltd (the “team”) to be the chief executive of “2017 Project of investigating and verifying contamination for soil and groundwater in Yilan County” (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work.

   In this year there are 13 sites where the contamination in soil exceeds the control standard, 8 of which are waste-recycling sites. Also, Zeng Fu Shipyard (had named to Quanfu Shipyard), Da Jin Shipyard, barrack CC-13-30 and Je Son technology Co., Ltd. And. In addition, the investigation of sediments around the illegal factories on farmland has done this year, also enquired 7 factories out which are more polluted. It is suggested that the EPB could conduct soil and sediment survey for its downstream agricultural land, irrigation and drainage channels; and also do the soil and sediment investigation inside those factories.

   For the investigation in farmlands applying manure as fertiliser, this year’s investigation focused on the upstream of Lan Yang River where has higher pollution potential. Among them, the investigation this year targeted tableland and high-grounded riverbank due to the liability of heavy metal accumulation in these places. Yilan EPB this year has completed 49 points of soil investigations, and found 9 places with results higher than farmland monitoring standards. And 3 of 9 are farmlands that have been on the observation list. On the other hand, the heavy metal concentrations in livestock manure have also been tested by content analysis following XRF screening to pick out higher ones from all soil samples. The outcome showed that there were 2 soil samples with zinc exceeding the control standard (copper concentration at the edge of the control standard). It is likely a result of long-term manure usage to cause the concentration in soil higher than the standards. The team has filed the relevant investigation results from 2011 to 2017 to raise two aspects, “Source control at poultry farm” and “Sessions with farmers”, to improve the situation.

   The team had completed the condition assessment on twelve monitoring wells on June 20th 2017, including the downstream well at San-Hsing landfill. Five of them went through the maintenance after the assessment, and seven of them went through the well development again followed by camera shooting inside the well to assure of tidiness.

   Reviewing the known results, those onsite monitoring wells with higher ammonia concentration were mostly at Longde industrial area, perimeter of Yilan landfill site, and riverbank of Tung-Shen River; whilst higher concentrations of iron, manganese and arsenic appeared at Longde industrial area, the water park, and the riverbank of Tung-Shen River. The analysis results of groundwater of the landfill indicated that general subjects were exceeding the monitoring standards such as total hardness, chloride, ammonia, and total dissolved solid.

   It is suggested to continue overseeing those restrained sites to update the situation of improvement of each, and carry out the performance inspection over those completing the remediation. There had been twelve performance inspections in this year, i.e. Lu-Fang (2 inspections), six inspections on waste recycle business, (Feng-Yi, Hung-Mao, Hsin-Hsing, Chih-Tien, Yi-Tai (2 inspections), and Yu-Hsin-Hang), Chen-Tou Hill Range, North Te-Yang military compound, and Hung-Chai-Lin. All sites are now on the list of de-restraining.

   The team has supported EPB to 100% report the situation of gas stations in Q4 2016, Q1 2017, and Q2 2017. In this year the team and EPB had also monitored gas stations such as Lan-Yang, Chung-Cheng South Road, Chiao-Hsi, Chuang-Wei, Pei-Kuan and Tung-Shen. The results showed that in Lan-Yang gas station there were three spots found over the warning standard, giving potential of soil and groundwater contamination.

   Under the known condition soil and groundwater investigation started at Lan-Yang gas station, the outcome told no sight of exceeding the control standards, but gasoline odour in soil and floating oil in simple wells indicated the oil leakage had happened. Thus, on November 13 the team had arranged one installation of standard monitoring well at the downstream of groundwater flow beneath Lan-Yang gas station.

    In this year there had been thirty-six samplings (February-December 2017) for soil and rock import management. Through XRF screening the team had found no soil exceeding the farmland monitoring standard. The import management had been three years and business were all careful about the source of imported soil and rock due to being aware of EPB’s sampling. The team suggested the management should be continued by the principle of efficient investigation, but the frequency can be lowered down to two samplings for two months with XRF screening as the preliminary judgement on abnormal soil and rock.

   There had been three sessions (attended by 274 people) hold for legitimacy explanation on Soil and Groundwater Pollution Act, two sessions of subject training (totally six hours), and three sessions of campus education (additional services). People attending included civilians, relevant businessmen, pupils or students, and administrators. The effect was expected not only to promote the society’s knowledge of soil and groundwater protection, but also to hear attendee’s opinion as part of administration improvement in the future.

The Yilan EPB has commissioned Taiwan AECOM Co., Ltd (the “team”) to be the chief executive of the “2016 Investigation and Verification of Soil and Groundwater Contamination in Yilan County” project (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work.

    This year, a total of 9 sites, where the contamination in soil exceeds the control standard, were investigated. The result shows that the concentration of heavy metals were found to exceed monitoring standards of food crops in some of the lands fertilized using animal manure and lands in Gonglao Section of Zhuangwei. In addition, when crop lands in Gonglao Section of Zhuangwei were investigated, the sediment of water inlet and upstream, as well as the underground water were also investigated.  Results showed that the arsenic in the sediment all exceeded the “Sediment Upper Limit”, and it is possibly due to long-time irrigation using arsenic-containing underground water.

    For sensitive receptors near Lucky Cement Co., including Dongao elementary school, camp sites and farmlands along the Dongaobei River, as well as bare lands around the residential area, sampling work was performed.  Also, one sample point was set outside the dust-affected area of Lucky Cement Co. as a background reference for soil heavy metals and dioxin analysis.  No heavy metal was detected or exceed the soil monitoring standards; the highest of dioxin was 2.76 ng I-TEQ/kg, 0.00276 times of that of the monitoring standards, not exceeding the standard as well.  The team further compare the dioxin concentration near Lucky Cement Co., and it was found that the dust from the operation of Lucky Cement Co. may affect the surroundings.

    In the survey of sediments of rainwater discharge outlets of the highways, it mainly focused on the sections that may be the most highly contaminated, the Toucheng-Yilan section and the Yilan-Luodong section, sampling 3 and 2 points respectively.  The results showed that although heavy metals such as mercury, copper, nickel, zinc and arsenic were detected to exceed the lower limit of the sediment quality index of the sediment, with zinc also exceeding the upper limit, after comparing the results of sediment of the irrigation channel from the Irrigation Association, it was found that the survey results are similar to the background except for zinc.

    The team had completed, as contracted, a total of 2 times of quarterly work of the checks and maintenance of regional and on-site monitoring wells for the condition assessment on 13 monitoring wells; according to the results, 5 of them went through the maintenance after the assessment, and 6 of them went through the well development again followed by camera shooting inside the well to assure of tidiness.

Sampling work of all 30 wells has been done in May, 2018, and no results exceeded the control standards, and 12 of them reached the monitoring standards, mainly ammonia and TOC.

    As for the monitoring of the landfill site, no groundwater exceed the control standards. It is common that all landfills detected ammonia nitrogen, exceeding monitoring standards, including Wujie Landfill, Suao Landfill, Samsung Landfill, Jiaoxi Landfill, Yilan City Jianlan Section, Dongshan Landfill and Yuanshan Regional Landfill. The Wujie Landfill, Su-Ao Landfill, Dongshan Landfill and Sanxing Landfill all exceeded the monitoring standards in total hardness, chloride salts and total dissolved solids. For raw water, Wujie, Su-Ao and Samxing Landfill all detected ammonia nitrogen, exceeding the discharge water standard. Suspended solids of Sanxing Landfill exceedied the discharge water standard as well.  In addition, Su-Ao Landfill is also high in pH, suspended solids, chemical oxygen demand, exceeding the discharge water standard.

    The team has carried out the monthly inspection over restrained sites for the progress of improvement and the latest condition in hand and evaluate the predicted effects for the site where the remediation plan has been accomplished. Currnently, there are totally 10 sites that has completed post-improvement verification, and 5 of them (Land No.1197 of Yicheng 4th section in Dongshan, Land No.734-1 of dongyue section in Nanao, Land, No.1049 of Kaisuan section in Yilan, Land No.549 of Bayalin 2nd section in Toucheng, and Land No.10 of Nanan section in Suao have been removed from the control list.

    A survey was conducted on the sediments around the potentially-contaminated factories; a total of 25 factories were surveyed and sediment of 10 of these factories were sampled. The test results preliminary evaluated that there were 4 factories that are relatively with high contamination, including Shunfa Timber Co., Ltd., Nonghe Enterprise-Wujie Factory and Yiguan Industrial Co., Ltd.  It is suggested that the EPB can focus on the mentioned factories for on-site checks and follow-up investigations.

    According to the results of the “Determination of Sediment around the Potentially-Contaminated Factories” in 2017, 7 factories in Yilan County were selected for on-site interviews. Based on the results of the on-site interview, the De-hsieh and Cheng-you company were selected for soil contamination verification. The results showed that TPH and zinc concentration of De-hsieh Company have exceeded the control standards.

    The team has conducted soil and groundwater contamination verification for 3 announced firms that are with environmental violation records, and the Meliwei Semiconductor Co., Ltd Yilan Factory. Leze Plant of Taiwan Semiconductor Co., Ltd. and Yaohua Technology Co., Ltd. were selected for on-site investigation and the interview.  The results showed for soil and groundwater, none of these 3 factories exceeded the monitoring standards.

    This year, the team has conducted verifications of soil contamination at 7 points where the Xuanlong Company used to pile up the output of Luodong Iron and Steel Company. The results showed that the heavy metals in Land No.831 of Aicheng Section in Suao, Land No.2011 of Beifu Secion in Dongshan, and Land No.690 of Hukou Section in Suao exceed the control standards.

Currently, the team has been associate with EPB to complete the UST reports of Q3 in 2017 (from Sep to Dec), Q1 in 2018 (from Jan to Apr) and Q2 in 2018 (from May to Aug), with 100% of inspection. Organizing the issues coming up frequently, the main issues include “declaration of soil and air monitoring items” and “operation of online system and others”.  Brief sessions for Precautions and Regulation of Soil and Underground Water Contamination for UST has been held on May 7th, 2018 for such issue.

    There had been 12 Lorries going through the examining work of soil-rock importing management from March to November 2018. Amid the use of XRF screening, the selected samples were analyzed for heavy metal content and the results indicated zero sample exceeding the monitoring standards of crop soil. Additionally, on March 3rd, with the EPB and staff from Nanou Town Office, the team has executed the on-site check at the construction produced soil backfill point in Aohua Cemetry, and 6 soil samples were collected to undergo XRF screening; the results was much lower than the regulatory standards. The examining work of soil-rock importing management has been implementing for 2 years and most of the business owners or stack-holders have been precautious for those soil from unknown sources since their awareness of the EPB’s examination. Thus, with efficiently managing the investigating resources and funds, it is recommended that the EPB can particularly rely on XRF screening for determination in which the sample should be transferred to laboratory for standard analysis and further tracking if there was 1 element exceeding the monitoring standard.

    In this there have been 3 open conferences for interpreting relevant Acts of prevention of soil and groundwater contamination (total audience number: 306), 5 educational sessions (total audience number: 335) and 6-hour training courses for EPB’s staff. The team has also assisted the EPA and EPB for the 2018 National Soil and Water Seminar on September 11 and 12, 2018.

   For the evaluation of performance indicators, the team has assisted the EPB in proposing key points and measures of the 2018 evaluation for program management, contaminated site management and administrative works, highlighting the determination of the EPB in contamination verification and remediation and showing the effectiveness of soil and underground water implementation. In addition, the team also assists the EPB in setting relevant weights for assessments, giving higher weights to projects with higher levels of confidence, in order to achieve the highest scores in addition to the principle of mastering the basic scores, as of December 27, 2018, the score of EPB's performance was 89.57.

 

 

The project on Investigation and Verification of Soil and Groundwater Pollution in Yilan County, 2019

In order to prevent soil and groundwater from contamination, the local competent authority must regularly investigate and exam the quality of soil and groundwater in its own jurisdiction and deal with the petitions. Therefore, Yilan Environmental Protection Bureau (EPB) has been continuously monitoring the potential sites of contaminated soil and groundwater in the region, including industrial complex in Loung Te and Letzer, as well as other underground storage tanks (UST). Additionally, the inspection, verification and control measures has been implemented over restricted contaminated area. The Yilan EPB has commissioned Pro. Vision Environmental Engineering Corporation (the “PVEEC”) to be the chief executive of the “2019 Investigation and Verification of Soil and Groundwater Contamination in Yilan County” project (the “project”). All scopes of work in the project has been accomplished and every assignment was flawlessly on schedule. Hereby the final report is submitted to the EPB following its inspection over the work.

    This year, a total of 13 sites, where the contamination in soil exceeds the monitoring standard, were investigated. The result shows that the concentration of heavy metals were found to exceed monitoring standards in 8 sites, where some of area that the lands fertilized using animal manure and groundwater full of arsenic. In addition 1 site be analyzed the concentration of heavy metals were found to exceed control standards.

    The total of 18 factories were Phase I surveyed and conducted soil and groundwater contamination verification of 8 of these factories were sampled. The results showed for soil and groundwater, none of these 8 factories exceeded the control standards. However, one of them are exceeded the monitoring standards, who regular monitoring is needed in the future.

    This year, PVEEC has completed sediments analysis around the potentially-contaminated factories, a total of 4 factories in Loung Te and Letzer industrial area. Results showed that the many of heavy metals in the sediment exceeded the “Sediment Lower Limit”, even exceeded the “Sediment Upper Limit”. There is an increasing trend with downstream of the regional drainage.

    Sampling work of all 19 wells has been done in May, 2019, and no results exceeded the control standards, and 6 of them reached the monitoring standards, mainly ammonia nitrogen.

    As for the monitoring of the landfill site, no groundwater exceed the control standards. It is common that all landfills detected ammonia nitrogen and total dissolved solids(TDS), exceeding monitoring standards. For raw water, Wujie, Su-Ao and Samxing Landfill all detected ammonia nitrogen, exceeding the discharge water standard.

    The team had completed, as contracted, a total of 2 times of quarterly work of the checks and maintenance of regional and on-site monitoring wells, according to the results, 5 of them went through the external maintenance after the assessment, and 1 of it was stopped monitoring. In addition, for the condition assessment on 11 monitoring wells; according to the results, 5 of them went through the internal maintenance after the assessment, and 6 of them went through the well development again followed by camera shooting inside the well to assure of tidiness.

    The PVEEC has completed 32 site-related written reviews and 10 soil and groundwater legal-related written review; also assisted in 8 review meetings and 1 On-site checking.

    The PVEEC has carried out the monthly inspection over restrained sites for the progress of improvement and the latest condition in hand and evaluate the predicted effects for the site where the remediation plan has been accomplished. Currnently, there are totally 8 sites that has completed post-improvement verification, and 7 of them have been removed from the control list.

    The PVEEC has been associate with EPB to complete the UST reports of Q3 in 2018 (from Sep to Dec), Q1 in 2019 (from Jan to Apr) and Q2 in 2019 (from May to Aug), with 100% of inspection. We also monitored gas stations of 6 UST, and Under the known condition soil and groundwater investigation started at Guang-Jin gas station, the outcome told no sight of exceeding the control standards.

    There had been 12 Lorries going through the examining work of soil-rock importing management. Amid the use of XRF screening, the selected samples were analyzed for heavy metal content and the results indicated all sample standards compliant.

    This year, there have been completed 3 open conferences for interpreting relevant Acts of prevention of soil and groundwater contamination (total audience number: 242), 5 educational sessions and 1 training courses (total audience number: 360). The team has also assisted the environmental education activities on 2019/10/6 (total audience number: 3200).

    For the evaluation of performance indicators, the team has assisted the EPB in proposing key points and measures of the 2019 evaluation for program management, contaminated site management and administrative works, highlighting the determination of the EPB in contamination verification and remediation and showing the effectiveness of soil and underground water implementation. In addition, the team also assists the EPB in setting relevant weights for assessments, giving higher weights to projects with higher levels of confidence, in order to achieve the highest scores in addition to the principle of mastering the basic scores, as of December 20, 2019, the score of EPB's performance was 83.35.

Corporation of Suao Provide O il C enter have exceeded the control standards.The 2 sites will be regulated by law o f soil and groundwater.
